Great-grandson of Nikolaos Soliotis, born in Patras in 1894. He studied at the Law School of the University of Athens and was subsequently appointed lawyer at the Court of First Instance of Patras. After studying public law in Paris, he was appointed in 1919 as a first-class secretary at the Ministry of Justice and in 1922 as inspector of prisons, serving mainly as head of the Pardons Department. By unanimous recommendation of the Council of State (the Supreme Court of administrative law of Greece), he was appointed its president in 1929, and in 1938 he was promoted to Councillor of State. He served as Minister of Justice in 1945 in the government of P. Voulgaris. In 1949 he was appointed vice president and in 1951 president of the Council of State. During 1950–1951, he served as chairman of the Board of Directors of the Social Insurance Foundation (I.K.A.). He wrote a study concerning the prisons of France and Belgium and another on the organization and operation of the French Judicial Police. Through his donation to the state, the namesake endowment operates for the maintenance of the Council of State building. He died in Athens and was buried on September 4, 1961.
